Manuel focuses on advising clients and bidders in Europe-wide and national procurement procedures on all questions of public procurement law and represents them in review proceedings before the public procurement tribunals and the public procurement senates of the higher regional courts. Manuel has particular experience in the procurement of planning and construction services for infrastructure projects and municipal construction projects. Manuel supports construction projects from planning to completion and also advises on construction law and construction contracts.
Another focus of Manuel's work is advising state aid providers and recipients on specialised questions of EU state aid law, assisting with state aid notification procedures before the European Commission and representing state aid providers and recipients before the courts of the European Union. Manuel has particular expertise in state aid for the financing of large infrastructure projects (in particular state aid for port infrastructure) and in state aid under the climate, environmental and energy guidelines.
Manuel also advises funding providers and recipients on the utilisation, structuring and granting of funding.
Recent Work
Public procurement law:
- Advising various municipalities in Schleswig-Holstein on the procurement of planning and construction services (including construction of a pier, construction of a fire station, refurbishment and conversion of a school, replacement construction of a road bridge over railway tracks)
- advising a port operating company on various procurement procedures for the procurement of planning and construction services for the redesign of quay walls
- advising a hospital on the procurement of construction services for the construction of a new operating theatre
- advising a public authority on the procurement of diesel/sea port diesel
- advising various private clients, receiving fundings, on complience with and implementation of procurement obligations under public funding law
- representing public authorities and bidders before public procurement tribunals
State aid law:
- Advising a port operating company on the utilisation of state aid for the construction of two LNG terminals
- Advising a housing company of a german federal state on the preparation of an act of entrustment, the contribution of land and the provision of social housing SGEI
- Advising a municipality on the utilisation of state aid for a swimming pool
- Advising a municipal company on the recovery of state aid
Funding law:
- Advising various funding recipients on the receipt of funding under various funding programmes (including KfW funding for climate-friendly new residential buildings
- Corona bridging aid
