Tobias advises public principals, grant recipients and companies comprehensively and strategically on all issues relating to public procurement and public funding law. He advises on the awarding of public tenders and designs and oversees complex procurement processes, in particular in planning and consulting services according to HOAI or AHO, construction services and delivery and services in the IT/digitalisation sector. A further key practice area is the handling of award procedures for public clients and funding recipients as an external awarding authority. If required, Tobias can handle the whole award management process.
In addition to supporting public clients in procedures under VgV, VOB/A, UVgO, SektVO and KonzVgV, Tobias supports companies in procurement procedures, for example in the verification of procurement document and offer documents as well as drafting complaints and applications for review to enforce bidders’ rights.
He also advises on private construction law and on architects’ and engineers’ law. Here Tobias supports construction projects undertaken by property developers, construction companies and project developers and advises on the in-court and out-of-court enforcement and defence of claims.
